PUBLIC OFFER AGREEMENT
This Offer by the owner of the websites https://durevpn.com/, https://durev.cloud/, hereinafter referred to as the “Seller”, addressed to a user of the website services, hereinafter referred to as the “Buyer”, constitutes an offer to enter into a Service Agreement and sets out the principal terms for the provision of Services through the websites https://durevpn.com/, https://durev.cloud/.
The Buyer, acting for the purpose of purchasing the Services, accepts the terms of this Service Agreement (hereinafter, the Agreement) on the following conditions.
1. DEFINITIONS
1.1. Public offer (hereinafter, the Offer) means the Seller’s public proposal, addressed to an indefinite number of persons, to enter into a distance Service Agreement with the Seller (hereinafter, the Agreement) on the terms contained in this Offer, including all Appendices.
1.2. Order means the Buyer’s decision to order Data Processing Services through the websites https://durevpn.com/, https://durev.cloud/ by selecting and paying for one of the Plans, which constitutes the Buyer’s full and unconditional acceptance of this Offer.
1.3. The Seller provides Data Processing Services, including private virtual access services and other Services related to private security on the Internet and private Internet access (hereinafter, the Services). The Services include, without limitation, VPN and other software, add-ons, applications, information, and informational materials made available to the Buyer by the Seller.
1.4. Plan means the set of terms governing the provision of the Services, including the price, subscription term, available server categories, traffic quotas, and the maximum number of devices that may be connected simultaneously. The current terms and prices of the Plans are published on the websites https://durevpn.com/, https://durev.cloud/ and in the Service interfaces.
1.5. Billing Period means a period of 30 days used to account for the traffic quotas established by the Plan.
2. GENERAL PROVISIONS
2.1. The Buyer places an Order for Data Processing Services through the websites https://durevpn.com/, https://durev.cloud/ by selecting one of the available Plans. By paying for the Order, the Buyer confirms acceptance of this Agreement (acceptance of the Offer).
2.2. By entering into the Agreement, the Buyer confirms that:
- a) the Buyer has read and fully agrees to the terms of this Agreement;
- b) the Buyer authorizes the collection, processing, and transfer of personal data on the terms set out in the Personal Data Processing Policy published on the websites https://durevpn.com/, https://durev.cloud/.
3. PRICE OF SERVICES
3.1. The price of the Data Processing Services is stated in the Plans section of the websites https://durevpn.com/, https://durev.cloud/.
3.2. The Seller may unilaterally change the price of any Plan.
3.3. The Seller may not change the price of an Order that has already been paid for.
3.4. The Buyer’s obligation to pay for the Order is deemed fulfilled when the Seller receives the full amount due under the applicable Plan.
3.5. Payments between the Seller and the Buyer for the Services are made using the methods specified on the websites https://durevpn.com/, https://durev.cloud/.
4. PLACING AN ORDER
4.1. The Buyer places an Order for the Services through the websites https://durevpn.com/, https://durev.cloud/, or by means of an invoice sent to the client’s email address.
4.2. When placing an Order on the websites https://durevpn.com/, https://durev.cloud/, the Buyer must provide an email address.
4.3. If the Seller requires additional information, the Seller may request it from the Buyer. If the Buyer fails to provide the required information, the Seller is not liable for any resulting inability to provide the Buyer with a service of adequate quality.
4.4. The Buyer is responsible for the accuracy of the information provided when placing and paying for the Order.
4.5. The Agreement between the Seller and the Buyer is deemed concluded once the Order has been placed electronically on the websites https://durevpn.com/, https://durev.cloud/ and paid for by the Buyer.
5. PROCEDURE FOR THE PROVISION OF SERVICES
5.1. The Services are provided in the manner described on the websites https://durevpn.com/, https://durev.cloud/.
6. TERMINATION OF SERVICES
6.1. The Buyer may discontinue the Services at any time during the term of the Agreement; amounts paid under the Plans are non-refundable. The full Refund Policy is available through the relevant link on the Seller’s website.
6.2. Unless the Buyer submits a written proposal to terminate the Agreement to the Seller at the addresses specified on the websites https://durevpn.com/, https://durev.cloud/, the Agreement remains in effect until terminated by mutual agreement of the Parties.
6.3. The Seller may restrict the provision of the Services to the Buyer if improper use of the Service is identified, namely:
- a) use of the Service by the Buyer for the purpose of violating the laws of the Russian Federation or other countries;
- b) transfer of an individual access key to third parties, except for the Buyer’s close relatives.
Exhaustion of a traffic quota provided for by the Plan does not constitute improper use of the Service and is governed by Section 8 of this Offer.
7. LIABILITY OF THE PARTIES
7.1. The Buyer undertakes not to use the system for sending spam, scanning ports or proxies, or conducting mass mailings, even if the messages are actually sent through another server, and not to carry out hacking attacks against other computers or networks.
7.2. Coverage, Internet speed, and connection quality may vary while the Services are being provided. The Seller undertakes to make every reasonable effort to keep the Services available at all times, except during maintenance and repairs. The Services may be unavailable due to circumstances beyond the Seller’s control, including emergencies, network issues or restrictions, interference, signal interruptions, or failures of other services.
7.3. The Seller is not liable for loss of data or messages or for incorrect display of pages caused by network issues. To protect Buyers, the Seller may unilaterally impose restrictions on the use of certain data and block customer service. Network speed is a nominal estimate and does not represent the actual speed at which data is sent or received. Actual network speed depends on network configuration, the data compression method, network load, and other factors. The Seller does not guarantee timely receipt of data and is not liable for any delay or loss.
8. SPECIFIC TERMS FOR CERTAIN SERVER LOCATIONS
8.2. The Service uses the following traffic categories:
- General;
- Whitelists;
- Gaming.
The specific servers and server locations within each category are determined by the Seller and may be changed by the Seller at any time at its discretion without amending this Offer.
The current list of servers and server locations is displayed in the Service interfaces.
8.3. The following traffic quotas per Billing Period and maximum numbers of simultaneously connected devices apply to the Plans:

8.4. The Seller may, unilaterally and at any time at its discretion, change traffic quotas, the maximum number of simultaneously connected devices, the availability of individual server categories, and other technical parameters of the Plans.
The current Plan parameters are published on the Seller’s websites and/or in the Service interfaces.
Changes take effect upon publication unless the Seller specifies a different effective date.
8.5. Traffic quotas are accounted for separately for each category.
The maximum number of devices means the number of devices that may use the Service simultaneously under one subscription.
8.6. When the quota for a particular category is exhausted, access to the servers in that category is blocked until the start of the next Billing Period or until additional traffic becomes available in that category, if the Plan permits its purchase.
Exhaustion of the quota for one category does not terminate the subscription or restrict access to other categories whose traffic quota has not been exhausted.
When the quota is reached, the speed for the relevant category is not reduced; access to that category is blocked.
8.7. Additional traffic may be purchased exclusively under the Ultra Plan on the terms applicable at the time of purchase.
Additional traffic cannot be purchased under the Light or Standard Plans.
8.8. The Buyer purchases additional traffic separately for the selected traffic category, and it is accounted for within that category.
The type, available amount, and price of additional traffic are displayed to the Buyer before purchase.
Unused additional traffic does not expire at the end of the Billing Period and carries over to subsequent Billing Periods.
8.9. The Buyer may use peer-to-peer network protocols (torrent, BitTorrent, and other similar point-to-point data exchange technologies), hereinafter referred to as “torrent traffic”, exclusively on server locations specifically intended for such traffic and marked with the “Torrents” tag in the Service application interface.
8.10. Torrent traffic is restricted on all other server locations not marked with the “Torrents” tag. The Seller may throttle, suspend, or block torrent traffic on any server location not marked with the “Torrents” tag, including without prior notice to the Buyer.
This restriction applies regardless of the available traffic allowance for the relevant category.
8.11. When automatic server-location selection (“Auto”) is used, torrent traffic is allowed only if the selected location is marked with the “Torrents” tag. In all other cases, the restrictions set out in Clause 8.10 of this Offer apply.
8.12. The Buyer is solely responsible for the legality of the data transmitted. Use of server locations marked with the “Torrents” tag does not release the Buyer from the obligations under Clause 7.1 of this Offer and may not be used to distribute materials that infringe third-party rights or applicable law.
8.13. During an active subscription, the Buyer may change the Plan only by upgrading:
Light → Standard → Ultra.
Downgrading the Plan during an active subscription is not permitted.
After the active subscription expires, the Buyer may purchase any available Plan.
8.14. A Plan may be upgraded by exchanging the remaining subscription days.
Under this method, the remaining days of the current Plan are converted into days of the new Plan using the exchange ratio applicable at the time of the transaction.
As a result of the conversion, the number of remaining subscription days decreases.
The exchange of days is made at no additional charge and is irreversible.
8.15. A Plan may also be upgraded by paying the difference.
In this case, the remaining subscription term is retained in full, and the Buyer pays the upgrade amount calculated using the additional-payment ratio applicable at the time of the transaction.
8.16. The current ratios for exchanging days and calculating the additional payment, as well as the final calculation result, are displayed to the Buyer before the Plan change is confirmed.
By confirming the transaction, the Buyer agrees to the displayed number of days under the new Plan or the amount of the additional payment.
8.17. Previously purchased additional traffic is retained when the Plan is changed and continues to be accounted for within the relevant traffic category.
9. INFORMATIONAL AND ADVERTISING COMMUNICATIONS
9.1. By placing an Order and providing an email address or other contact details, the Buyer consents to receive service notifications from the Seller, as well as informational and advertising messages related to the provision of the Services.
9.2. The Buyer may opt out of informational and advertising communications at any time by contacting the Seller’s support service through any available channel, including the technical-support bot on Telegram (https://t.me/DurevVpnSupportBot) or the support web panel (https://support.durev.support/). The Seller processes the opt-out request within a reasonable time after receiving it.
9.3. Opting out of informational and advertising communications does not affect the Buyer’s receipt of service notifications required for the provision of the Services, including messages about changes to the Agreement, subscription status, maintenance, and security matters.
10. AMENDMENTS TO THE OFFER
10.1. The Seller may at any time, unilaterally and at its discretion, amend, supplement, or remove provisions of this Offer, unless otherwise provided by applicable law.
10.2. The current version of the Offer is published on the Seller’s websites with its revision date.
10.3. A new version of the Offer takes effect upon publication unless a different effective date is expressly stated at the time of publication.
10.4. Publication of a new version of the Offer on the Seller’s websites constitutes notice to the Buyer of changes to the Agreement.
10.5. Information about material changes to the terms of the Services may additionally be sent to the Buyer as a service notification in accordance with Clause 9.3 of this Offer.
